We are looking for a skilled Senior Business Developer with deep expertise in EPC projects, government bidding, and tender management within the Oil & Gas sector. The role focuses on identifying opportunities, managing bids, and building long-term partnerships with government entities and strategic EPC partners. The ideal candidate will have a proven record in managing complex proposals, developing international partnerships, and navigating public-sector procurement frameworks.
Key Responsibilities
- Identify and pursue EPC project opportunities with government and public-sector clients.
- Lead the end-to-end tender and bid management process, including RFP analysis, pricing strategy, proposal preparation, and submission.
- Develop and manage strategic partnerships with international EPC contractors, OEMs, and engineering consultants.
- Act as the key liaison between international partners and internal teams to ensure alignment across all technical, legal, and financial aspects.
- Support overseas partners in understanding local tendering procedures, compliance standards, and vendor registration requirements.
- Evaluate and qualify potential EPC/OEM partners through capability assessments and reference verification.
- Coordinate all bid clarifications, documentation, and follow-ups to ensure accuracy, completeness, and compliance.
- Manage relationships with ministries, public authorities, and national oil companies to strengthen institutional ties.
- Negotiate terms and conditions, participate in clarification meetings, and support contract award phases.
- Track and evaluate upcoming tenders through government portals and public procurement systems.
- Monitor market trends and provide actionable insights through structured reporting on bids, performance, and industry developments.
Qualifications
- Bachelor’s Degree in Mechanical Engineering (or related field).
- Minimum 8–10 years of experience in Oil & Gas EPC business development with a focus on government (B2G) tenders.
- Strong track record in managing and winning EPC bids for public-sector clients.
- Excellent understanding of bid evaluation criteria, prequalification, and government procurement processes.
- Exceptional communication, negotiation, and presentation skills.
- Proven ability to manage multiple tenders simultaneously under tight deadlines.
- Fluency in English; proficiency in Arabic. (French is a plus.)
