Job Description

Job PurposeTo prepare accurate and competitive cost estimates, BOQs, and tender submissions for civil construction projects (infrastructure, roads, utilities, water networks, and buildings). The role ensures compliance with client requirements, project specifications, and KSA market standards to support winning bids and achieving company profitability.Key Responsibilities1. Tender Review & AnalysisReview tender documents, drawings, specifications, scope of work, and contractual requirements.Identify missing information, technical risks, and clarification queries.Coordinate with clients, consultants, and internal departments for technical clarifications.2. Quantity Take-Off (QTO)Perform accurate quantity take-offs using drawings and IFC documents.Prepare BOQs as per standard formats (e.g., SADARA, RC, Aramco, MOMRA, SWCC, NWC).Use software such as AutoCAD, Plan swift, CostX, or Excel for detailed QTO.3. Cost EstimationPrepare detailed cost estimates for civil works (earthworks, concrete, roads, utilities, infrastructure).Obtain and evaluate quotations from suppliers/subcontractors.Analyze materials, manpower, equipment, and overhead costs based on KSA market rates.Prepare breakdowns for direct and indirect costs, contingencies, margins, and risks.4. Vendor & Subcontractor CoordinationFloat RFQs to subcontractors and suppliers.Evaluate technical and commercial proposals.Negotiate rates to ensure competitiveness and compliance with tender requirements.5. Tender PreparationPrepare complete tender packages including:BOQ PricingCost breakdownsTechnical proposal inputs (method statements, project understanding, etc.)Manpower & equipment histogramsCash flow forecastsPreliminaries and overhead estimates6. Value Engineering & AlternativesPropose cost-saving alternatives and value engineering solutions.Study different construction methods and materials to improve cost efficiency.7. Coordination & ReportingCoordinate with Planning, Procurement, Design, and Construction teams.Attend pre-tender and post-tender meetings.Prepare comparison sheets and tender summary reports for management review.8. ComplianceEnsure tender submissions comply with Saudi regulations and standards (MOMRA, MOT, SWCC, NWC, Aramco, RC).Maintain confidentiality of tender documents and costing.Required Qualifications & SkillsEducationBachelor's degree in Civil Engineering (mandatory).Certification in Cost Estimation or PMP is an added advantage.Experience5–10 years experience in Cost Estimation/Tendering within KSA.Strong experience in roads, infrastructure, utilities, and civil works and Water Subs. projects.Technical SkillsExcellent knowledge of:Cost estimation methodologiesKSA market prices for materials, manpower, and equipmentQuantity take-off techniquesMS Excel (advanced), AutoCAD, Primavera (preferred)Estimation software: CostX, Plan swift, Candy CCS (preferred)Soft SkillsStrong analytical and numerical skillsGood communication and negotiation skillsAbility to work under pressure and meet tight deadlinesAttention to detail and high accuracyKey DeliverablesQTO reportsBOQ pricing sheetsTender cost estimatesSupplier/subcontractor comparison sheetsTender submission packageCost breakdown and justification reports
