We are looking for a senior PMO and execution governance Manager to work side by side with the Founder and bring structure, discipline and commercial clarity to our bidding and project lifecycle.

This is not a pure system design role.

This is not only project execution management.

This role ensures the system supports execution and that execution follows the system.

• Every bid is screened through disciplined technical and commercial criteria

• Heavy equipment exposure is properly evaluated before submission
• Margin and contribution logic are protected
• Stage gates are enforced and cannot be bypassed
• Bid to execution handover is structured and clean
• Our execution partner performs strictly according to scope and contract
• Scope creep and unmanaged variation are controlled
• Teams operate with accountability, clarity, and deliverable ownership

Your role sits at the core of the business, not at the periphery.

What You Will Do

1. Bid / No Bid Governance

• Work with the Founder to evaluate which projects to pursue
• Structure and enforce clear bid decision criteria
• Assess engineering fit, procurement exposure and commercial risk
• Stop misaligned or low return bids

2. Tender & Commercial Oversight

• Lead tender kick off governance
• Align engineering, procurement and commercial inputs
• Track deliverables and timelines
• Identify long lead equipment and interface risks early

3. Execution & Partner Governance

• Enforce stage gates from bid to close out
• Govern clean handover from bid to execution
• Oversee partner performance against scope, quality and schedule
• Prevent scope creep and unmanaged variation
• Monitor commercial exposure during execution
• Enforce documentation discipline and deliverable sign offs
• Ensure no governance gate is bypassed

What matters is your exposure to:

• Engineering and procurement of heavy process and pressure equipment
• EPC or EPCM oil and gas tenders
• Commercial risk evaluation
• Cross functional team management
• Governance enforcement, not just design

You must understand how engineering, procurement and commercial risk connect inside real bids.

You must be comfortable challenging senior engineers and commercial managers when assumptions are weak.

The candidate must understand:

• OEM selection
• Vendor prequalification
• Technical bid evaluation
• Long lead equipment strategy
• Manufacturing risk

Required Experience

• Mechanical or Process Engineering background is a must
• 10+ years in oil and gas EPC or EPCM
• Exposure to heavy engineered equipment and packages
• Participation in tender commercial strategy
• Experience in bid evaluation or screening
• Strong governance mindset
• Structured and execution oriented
• Comfortable working closely with a Founder in a lean environment

Location: El Rehab City, New Cairo, Egypt

Role: Full Time | Onsite | Reports Directly to Founder & CEO
