Role Description Key Responsibilities Technical Leadership • Define and own the engineering technical strategy aligned with business and Gov Tech transformation goals. • Lead architectural decisions for enterprise applications, distributed systems, APIs, and integrations. • Ensure adherence to secure coding practices, scalability patterns, cloud-native design, and modern engineering standards. • Review critical technical designs, performance bottlenecks, and system reliability strategies. Delivery & Execution • Oversee end-to-end delivery across multiple engineering squads and technical streams. • Support establishing and enforcing engineering OKRs, delivery KPIs, velocity metrics, and quality gates. • Work closely with product, project management, and operations teams to ensure timely, high-quality releases. • Institutionalize agile delivery frameworks, CI/CD pipelines, and automated testing practices. People Leadership • Build and mentor high-performing software engineering teams. Drive career development, coaching, performance evaluations, and succession planning. • Foster a culture of ownership, accountability, innovation, and continuous improvement. Stakeholder & Cross-Functional Leadership Work with senior leadership, government stakeholders, and enterprise clients on technical planning and solution design. • Ensure alignment between engineering outcomes and organizational digital transformation priorities. • Represent engineering in executive discussions, roadmap reviews, and strategic planning. Qualifications & Recommended Experience • 12+ years of experience in software engineering, including 4+ years in engineering leadership roles. • Proven track record delivering enterprise-scale platforms or Gov Tech solutions. • Strong experience with modern software architecture: microservices, cloud-native applications, API-first design, Dev Ops. • Hands-on background with at least one modern tech stack (e.g. . NET, Java, Node.js, or similar). • Deep understanding of enterprise systems: identity management, workflow automation, integration layers, data platforms. • Strong delivery management mindset with experience overseeing multiple teams or product lines. • Excellent leadership, communication, and stakeholder management skills. Preferred / Highly Recommended • Experience working with government digital transformation projects. • Knowledge of cloud platforms (Azure, AWS, GCP) and infrastructure automation. • Experience building engineering organizations of 20+ engineers. • Exposure to CMMI or ISO-aligned practices (e.g., ISO 27001, 9001) or secure-by-design principles is a plus. • Familiarity with Gov Stack building blocks or modern reusable digital components (optional but valuable). • Bachelor’s or Master’s in Computer Science, Engineering, or related field
