Job Purpose: The Telecom Project Engineer will be responsible for overseeing and managing major multi-discipline Telecom and Security projects. This role includes designing, implementing, and providing technical support in line with international standards, such as TDMM/BICSI, HCIS-2017, RC standards, and industry best practices. The successful candidate will manage contractor engagement, proposal preparation, technical mentorship, and ensure project objectives are met while ensuring quality and safety standards.



Key Responsibilities:



Design & Technical Support:



Lead the design and specification of Telecom systems, ensuring adherence to Sadara, BICSI, and other industry standards.

Provide in-depth technical guidance to internal teams and external contractors, ensuring technical support for various disciplines and stakeholders.

Review designs and prepare materials for technical and commercial approvals.

Mentor and support junior engineers, field engineers, and other technologists.

Project Management:



Oversee project phases, including planning, execution, and post-engagement assessments.

Develop project schedules, allocate resources, and ensure deliverables meet business plan objectives.

Perform site visits, assess on-site conditions, and produce technical reports to guide project progress.

Monitor and control project costs, schedules, and resources, identifying and mitigating risks as necessary.

Documentation & Reporting:



Prepare detailed drawings, specifications, and project documentation.

Track project performance against key milestones, reporting progress to stakeholders, and ensuring project deliverables align with quality standards.

Compile comprehensive performance reports for internal review and action plans for improvements.

Safety & Quality Management:



Ensure compliance with health, safety, and environmental risks associated with project activities.

Develop and implement value improvement practices to enhance cost effectiveness while maintaining quality.

Stakeholder & Interface Management:



Maintain effective communication with stakeholders, contractors, and suppliers to ensure alignment and smooth project execution.

Manage interfaces between project teams, subconsultants, and subcontractors.

Committees & Governance:



Establish and manage committees and working groups to address project issues and ensure governance practices.

Ensure meetings are well-organized, with clear agendas, documentation of Minutes of Meeting (MoM), and follow-up on action items.

Skills & Competencies:



Strong understanding of Telecom infrastructure, systems, and standards (including telecommunication, security, and enterprise networking).

Proficiency in project management methodologies including planning, scheduling, budgeting, and risk management.

Expertise in industrial facility engineering and hazardous area classifications in oil & gas settings.

Leadership skills in managing multi-disciplinary teams, resources, and external contractors.

Experience with project performance reporting, analysis, and continuous improvement.

Ability to manage large-scale projects with budgets exceeding $2MM.

Qualifications & Experience:



Education: Bachelor’s degree in Electronics and Communication, Project Management, or a relevant engineering field.

Experience: At least 15 years of overall experience, including a minimum of 8-10 years in an engineering role with a focus on telecom, security, or industrial projects. At least 5 years of experience in project construction and execution, particularly in the telecom or engineering sector.

Professional Certification: Relevant certifications in project management (e.g., PMP, Prince2) and telecommunications would be an advantage.
