PURPOSE:
The EIB seeks to appoint a Financial Analyst - Portfolio Management and Monitoring to support the long-term lending Portfolio Management and Monitoring Directorate (PMM) in its activities. This will include the financial monitoring of counterparts and of a portfolio of signed EIB operations in Egypt and the countries covered by Regional Hub for North Africa & the Near East in Cairo (after first disbursement under EIB loan), covering, though not exclusively, public sector infrastructure projects.
PMM monitors counterparts and financial contracts and acts on contractual events under its responsibility, as well as on distressed transactions to protect the EIBs financial interest and reputation. PMM is responsible as the first line of defence for the financial monitoring, disbursements, events resolution, divestments, and restructuring of (i) EU and non-EU debt counterparts, (ii) equity funds, equity-type and subordinated instruments after disbursement/investment or signature, as applicable and (iii) EU and non-EU private sector distressed transactions. PMM is also responsible for developing and updating EIB-wide Financial Monitoring guidelines.
OPERATING NETWORK:
You will work from the EIB office in Cairo, reporting to the Head of EU Neighbouring Countries Unit of PMM located in EIB headquarters in Luxembourg (HQ) for operational and technical matters and to the Head of Regional Hub for North Africa & the Near East in Cairo for administrative, institutional and coordination matters.
You will work within a team of international and national personnel located in Cairo, in the region and EIBs headquarters. Frequent travelling within Egypt and occasionally in the countries covered by Regional Hub for North Africa & the Near East in Cairo, and to Luxembourg (HQ) is to be expected. You will have the opportunity to make a varied, interesting, and substantial contribution to the implementation of the EIB activity in Egypt.
In case of business needs, you may be requested to support EIB financial sector operations.

QUALIFICATIONS:
- University degree (minimum an equivalent to a Bachelor), preferably a masters degree in finance, economics or a business-related discipline.
- At least 3 years of relevant professional experience in the financial/credit analysis of counterparts and/or the financing of infrastructure projects, acquired either with financial institutions (e.g., banks, long term debt investment funds, IFIs/MDBs, etc.), strategic companies or audit firms.
- Excellent knowledge of financial analysis and relevant accounting principles is required.
- Political, economic, and public sector local background knowledge is required.
- Working experience in the long-term lending activities of an international company or organisation would be a clear advantage.
- Experience in working in the public sector (government or local administration) will be a clear asset.
- Excellent knowledge of standard computer tools (Word, Excel and/or other financial modeling systems, Power Point).
- Dynamic pro-active individual with excellent interpersonal and business skills.
- Strong analytical and problem-solving skills with attention to detail.
- Excellent knowledge of spoken and written English and Arabic. Knowledge of French will be an advantage.
