The Workforce Planning Supervisor is responsible for leading and managing workforce planning activities across construction projects to ensure optimal manpower allocation, cost efficiency, and alignment with project timelines. The role requires strong prior experience in Talent Acquisition and/or Manpower Planning within the construction sector, with proven hands-on experience. The position plays a critical role in bridging project demands with recruitment strategies and long-term workforce planning.


Key Responsibilities:


- Develop, implement, and monitor short-term and long-term workforce plans aligned with project schedules and business needs.

- Coordinate closely with project managers, construction teams, and HR to forecast manpower requirements.

- Translate project manpower histograms into actionable hiring, mobilization, and demobilization plans.

- Supervise workforce planning Specialists and ensure data accuracy, reporting consistency, and compliance with internal standards.

- Collaborate with Talent Acquisition teams to ensure timely recruitment aligned with workforce plans.

- Track workforce utilization, productivity, and manpower costs across projects.

- Prepare regular workforce reports, dashboards, and analysis for senior management.

- Ensure effective manpower mobilization across sites while minimizing shortages or surplus.

- Support internal mobility initiatives for key construction roles.


Qualifications & Experience:

- Bachelor’s degree in human resources, Business Administration, Engineering, or a related field.

- Minimum 7 years of experience in Talent Acquisition and/or Manpower Planning within the construction industry.

- Strong understanding of construction project lifecycle and manpower planning methodologies and proven supervisory or team leadership experience.

- Excellent coordination and stakeholder management abilities.

- Advanced proficiency in HR systems, Excel, and workforce planning tools.

- Strong reporting and presentation skills.

- Ability to work under pressure in a fast-paced, project-driven environment.

- Experience managing manpower across large-scale construction or all type of projects.
